If the transition team is a public body then perhaps (theoretically) a licenced private investigator who uses their position as such to gain federal records protected under the 1974 privacy act would also be subject to FOIA under the same logic. I do not believe this to be true. A supona and a deposition however would work equally well in both hypothetical circumstances. Perhaps file a pro se action to compel. you must of course demonstrate that you made a good faith effort to confer first. I love those pro se actions as do you.

My Dad was the first Black State Chaplain of the NJ National Guard. Probably his most devoted friend, both of whom were Jersey City NAACP Presidents, was the legendary Black F. Lee Bailey, Raymond Aloysius Brown and you've probably seen his son on Court TV. Chappie and Ray rose through the darkest times of the civil rights struggle to full bird colonel after integrating the Jersey Guard and Chappie used to always say, "Major in the majors," and "Make your plans; work your plans". We now know that with the lowest cutoff scores in education, Virginia, which had been ranked sixth in the nation for learning losses, an area in which children of color are in an achievement gap, find 57% failing the SOL. Pray all you want but your child will never be Kamala or Obama. Now on appeal in Richmond is my FOIA case, blocked by a pre-filing injunction in Arlington to obtain a copy of the safe-school reopening plan that had been ordered in June 2020 by the Northam Administration. The designated by the Chief Justice retired judge from Fredericksburg who heard the motion to proceed with the case to compel a school district that took five years after the Brown decision to integrate had described the petition to enjoin the school board from withholding that document not requested by any parent, like Reverend Oliver Brown had expressed concerns for his child, as frivolous and vexatious, and so now with no press, no prayers from social justice ministers or politicians we are only asking for amicus briefs to support the school board of your elected Democrats to continue to withhold disclosure of the safe school reopening plan it appears was never prepared. "And then will I profess unto them, I never knew you: depart from me, ye that work iniquity."
